Pre-Conference Sessions: Thursday, August 2012:30–2:30 p.m. Eastern Daylight Time (EDT)New Coordinators Orientation and Pre-Conference Session This session is for new Title I, Part D coordinators who have been in their position for up to 18 months. During the session, new coordinators will receive an overview of Title I, Part D from the National Technical Assistance Center for the Education of Neglected or Delinquent Children and Youth (NDTAC). ND Coordinators also will learn about their key roles and responsibilities in administering Title I, Part D, with a focus on (1) program planning and funding; (2) data collection and reporting; and (3) the use of Title I, Part D funds. The new coordinators will have access to a panel of seasoned coordinators who will attend the session and lend their expertise. As part of the session, new coordinators will be able to meet and network with other new colleagues, the NDTAC Technical Assistance Team, and staff from the U.S. Department of Education.

3:00–5:00 p.m. EDTSeasoned Coordinators Pre-Conference Session This strategizing session is for experienced Title I, Part D coordinators who have been in their position for at least 18 months and will focus on integrated approaches to the administration of Title I, Part D aimed at continuous quality improvement. Coordinators from Tennessee and Wisconsin will share key components of their respective continuous quality improvement efforts. NDTAC will facilitate semi-structured, peer-to-peer discussions focused on data-driven continuous programmatic quality improvement, related topics and post-pandemic implications. ED staff will also join the conversation.

Day 1: Monday, August 2412:30–1:00 p.m. EDTConference Welcome ED's Title I, Part D program team and NDTAC will formally greet conference attendees and recognize members of the conference planning committee. NDTAC will provide an overview of the virtual conference platform, highlighting features and functionality.
1:00–2:00 p.m. EDTKeynote Presentation: Rodney Robinson Rodney Robinson was named the 2019 National Teacher of the Year by the Council of Chief States Schools’ Officers. He is a former teacher at the Virgie Binford Education Center in 2015, a school inside Richmond (VA) Juvenile Detention Center. Mr. Robinson is an accomplished speaker and advocate for economic equity to ensure all students have the resources they need to be successful in life. His presentation will focus on his work and lifelong passion for serving underprivileged and underrepresented populations in America.
2:00–2:30 p.m EDTBreak 2:30–4:00 p.m. EDTFederal Panel ED's Title I, Part D program team will address coordinators to discuss various topics, including supporting successful transitions and reentry for youth who are N or D, priorities for ED in the next year, and monitoring updates.
4:00–5:00 p.m. EDTPlenary I: Data Collection and Quality ED staff will discuss the Consolidated State Performance Report data collection process, focusing on common data quality issues, the Business Rules Single Inventory, file specifications, and overcoming challenges to collecting after-exit data.

Day 2: Wednesday, August 2612:30–1:00 p.m. EDTCall to Order and Day 2 Welcome
1:00–2:00 p.m. EDTPlenary II: Fiscal Issues, Annual Count and Facility Eligibility ED staff will provide an overview of Title I, Part D, Subpart 1 and 2 allocations, including the State administrative reservation to administer Title I, Part D. Other topics will include an overview of the annual count process, including which facilities are included in the count.
2:00–3:00 p.m. EDTQ&A with ED Office of General Counsel In this session, ED staff and representatives of the Office of General Counsel (OGC) will provide responses to coordinators’ previously submitted questions and present opportunities for coordinators to provide their input as ED prepares to update the non-regulatory guidance (NRG) for Part D. The conversation will include brainstorming on topics to include in the NRG, from program monitoring to providing technical assistance and other topics of interests shared by Coordinators.
3:00-3:30 p.m. EDTBreak 3:20–4:25 p.m. EDTPlenary III: Use of Funds to Support Successful Transition for N or D Youth NDTAC TA State Liaison David Blumenthal will facilitate a panel featuring Francine Stromberg, the coordinator for the New Jersey Department of Education, and Rodney Jenkins, principal of Sojourn High School of Newark, New Jersey. During the presentation, the three will discuss how Title I, Part D funds may be used to support successful transition of youth who are N or D between correctional facilities and locally operated programs. Their discussion will focus on the transition reservation and NDTAC’s “Transition Toolkit 3.0.” The panel will highlight the role of a transition specialist at both the State and local levels.
4:30–5:00 p.m. EDTBreakout Discussion by ND Community Coordinators will join a breakout room according to their ND community designation to discuss the role of transition specialists and other approaches to supporting successful transitions for youth who are N or D.

Day 3: Friday, August 2812:30–12:45 p.m. EDTCall to Order and Day 3 Welcome
12:45–2:45 p.m. EDTHigh Quality Statewide Data Systems Virtual Breakout NDTAC TA Liaison David Blumenthal and Data Team Lead Jake Sokolsky will facilitate this virtual breakout session. Selected ND Coordinators will briefly present highlights of their States’ data systems in virtual breakout rooms. The breakout room discussions will focus on approaches to improving data collection by Subpart (1 or 2). Each breakout room will include an NDTAC staff member and a selected State ND Coordinator to share strategies and resources with peers.
